DHCA MESSAGE | 2
Amid ongoing regional developments, we are reminded that strength, unity, and resilience define our community. It is through this shared spirit that we continue to support one another and move forward with confidence and purpose.
In line with the directives of our wise leadership, we have introduced a set of economic measures to support our business community across Dubai Healthcare City, reinforcing our commitment to enabling continuity and sustainable growth across the free zone.
These measures are designed to provide flexibility and ease operational pressures, supporting our business partners in navigating evolving conditions while maintaining momentum.
These efforts build on a strong foundation. Over the past year, nearly one in three of our business partners expanded their operations within Dubai Healthcare City, reflecting the strength of our ecosystem and the continued confidence of our partners in our long-term vision.
As we move forward, our priority remains on strengthening a resilient and enabling ecosystem where our business partners feel supported, valued, and empowered to grow, contributing to the continued success of both their businesses and the ecosystem.

In line with the directives of His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defence of the UAE, and Chairman of The Executive Council of Dubai, Dubai Healthcare City Authority (DHCA) has launched a set of economic measures for its business community to support its partners and enhance their opportunities for sustainable growth.
The packages, which form part of a broader set of economic initiatives to support Dubai's business sector, introduce meaningful flexibility across licensing and leasing commitments, enabling businesses within the free zone to maintain momentum and focus on long-term growth.
This support builds on DHCC’s continued strong performance, with nearly one in three business partners expanding their operations over the past year, reflecting the resilience of the ecosystem and sustained investor confidence in its long-term vision.
Issam Galadari, CEO of Dubai Healthcare City Authority, said: “The measures introduced by DHCA reflect our commitment to supporting our business partners and ensuring the sustainability and growth of their operations. They form an integral part of DHCC’s broader ecosystem objectives, fostering a stable and enabling environment for growth, investment, and the long-term sustainability of world-class specialised services within the free zone.”
The support packages deliver flexibility in two key areas. On the licensing front, reinstatement fees and late renewal penalties will be waived for commercial licences renewed between 1 April and 30 June 2026, in addition to settling renewal fees in instalments including post-dated cheques extending up to 30 September 2026. On the leasing front, businesses within the free zone are offered flexibility to postpone or restructure due cheques into instalments, upon request, with deferment charges and cheque return fees waived.
Business partners who meet the eligibility requirements can apply for these measures in line with the criteria and timelines outlined.
World Health Expo (WHX) 2026 witnessed DHCA’s reveal of its year-on-year growth, reporting a 27% increase in existing business partners expanding their operations in DHCC, with nearly one in three partners chose to upsize during 2025.
Over the past year, the number of active facilities operating across DHCC increased to 487, with the workforce growing by 30%, reaching 12,941 professionals. In addition, investor-led projects increased by 26%, underscoring DHCC’s growing role in advancing Dubai’s vision of becoming a global healthcare destination, in alignment with the Dubai Economic Agenda, D33.
Issam Galadari, CEO of Dubai Healthcare City Authority, said: “The scale of expansion we are seeing across Dubai Healthcare City is a clear indicator of confidence in the fundamentals of the ecosystem. When nearly one in three business partners choose to grow within DHCC, it reflects sustained demand, long-term commitment and the strength of our value proposition as an integrated healthcare destination. This momentum is being translated into tangible development across both phases, positioning DHCC for its next stage of growth.”
The free zone is witnessing growth across both phases, with Phase 1 of DHCA’s AED 1.3 billion development plans including the launch of two integrated clusters. The first cluster introduces a residential-led environment featuring standard and branded residences, co-living spaces, and retail amenities, while the second cluster forms the commercial and healthcare core with medical offices, clinics, corporate spaces, and retail offerings tailored to healthcare professionals, patients, and visitors. Other announced anchor projects include Pixel DHCC, DHCC’s first LEED Platinum-certified office building, and Ibn Sina+ DHCC, a purpose-built medical complex seamlessly connected to the existing Ibn Sina facility, alongside parking infrastructure.
As for Phase 2, 58% of projects are now committed, representing AED 5.4 billion in investments. Infrastructure works have reached up to 80% completion as of January 2026. With infrastructure on track for completion in 2026, DHCC continues to enable investment, drive medical innovation, and support Dubai’s vision of a resilient and diversified economy.
