Prospective Clients

  • Process for Facilities to Operate within Dubai Healthcare City
     

    The following steps are required of all healthcare operators (HCO)/commercial organizations seeking entry into DHCC:

    • Step 1
       

      All interested parties must complete and submit an Initial Application Form for Operators. This form provides CPQ with information about each applicant’s proposed business.

    • Step 2
       

      The Facility Licensing and Standards Department (FD) will conduct a detailed review of each submitted Initial Application Form for Operators. Depending on the proposed program and any outstanding questions or concerns, appropriate follow-up communications will be initiated.

    • Step 3
       

      Once all required information is acquired, FD will proceed with the request and provide provisional approvals with defined services and restrictions to applicants that are deemed as contributing to the overall vision and concept of DHCC. All approved applicants must have agreed to meet all of CPQ’s operating requirements communicated to them before signing a contract. Once a contract is finalized in DHCC, and dependent on the services being provided by the applicants, Provisional Clinical Operating Permits, Provisional Public Health Permits, or No Objection Certificates will be issued to the tenants.

      To obtain a full licensure in DHCC to operate, each approved tenant must agree to specific standards, covenants and operating procedures that include participating in ongoing quality improvement programs.

    • Step 4
       

      HCOs will build their leased or purchased dedicated locations based on international healthcare standards approved by CPQ. The FD also undertakes reviews of all facility designs to ensure that they conform to the American Institute of Architects/Academy of Architecture for Health (AIA/AAH) Guidelines for the Design and Construction of Hospitals and Healthcare Facilities. The FD also ensures that all medical equipment used within DHCC is certified, properly maintained, and in flawless working order.

    • Step 5
       

      The FD conducts a pre-operational assessment of all HCOs to ensure that all operating requirements have been met. The operating requirements are intended to ensure patient safety, enhance the quality of clinical care, and advance clinical excellence. The operating requirements include the following:

      • Quality and patient safety requirements
      • Clinical planning requirements
      • Facility operating requirements
      • Administrative requirements
         

      The FD’s pre-operational assessment is a prerequisite to obtain a Clinical Operating Permit.

  • Process for Healthcare Professionals to Practice within Dubai Healthcare City
     

    DHCC’s Professional Licensing Department (PLD) reviews each license application for HCPs and makes recommendations to DHCC’s Licensing Board.

    DHCC’s Licensing Board is an independent body that is the final license-granting authority in DHCC. The Board is appointed by DHCC’s Board of Directors and has ultimate responsibility for the licensing and credentialing of HCPs and HCOs within DHCC. Furthermore, all policy decisions regarding the licensing process and criteria are approved by the Board. DHCC’s Licensing Board has become a member of the International Association of Medical Regulatory Authorities (IAMRA), making it the first medical regulatory authority in the Middle East to join the organization. DHCC’s Licensing Board is composed of prominent healthcare experts from local and international arenas.

    The Complementary & Alternative Medicine (CAM) Council was established to regulate the practice of CAM in DHCC. The CAM Council is mandated to approve CAM professionals and facilities under specific rules and regulations that are in line with DHCC’s high-quality standards of care. The scope for CAM includes, but is not limited to, homeopathy, osteopathy, chiropractic, tai chi and yoga, among others. All CAM applications must pass the CAM Council to obtain initial approval for professional and facility applications.

    To ensure the provision of high quality healthcare services, DHCC’s Professional Licensing Department (PLD) endeavors to license highly educated and trained HCPs. The PLD performs an in-house program of Primary Source Verification, a process by which HCPs’ credentials are verified for authenticity and accuracy from the source of issuance.
