Boards and Councils

The DHCC Licensing Board is responsible for all clinical regulation in DHCC, including licensure of clinical facilities and healthcare professionals and regulation of those licensees. The Licensing Board has the regulatory authority to:



  • Review and promote the competence of healthcare professionals through education and training

  • Make findings of regulatory violations

  • Take disciplinary action against unlicensed facilities and professionals

  • Impose penalties on licensees, including assessing fines , requiring additional training, supervision of practice, and summarily suspending, revoking, or refusing to renew licenses of clinical facilities and healthcare professionals


The decisions of the Licensing Board are facilitated by the following CPQ agencies and entities:



  • Standards Council - Responsible for drafting, reviewing and approving all DHCC Rules for enactment by His Highness.

     

  • Planning Council - Responsible for formulating Clinical Master Plan; reviewing and provisionally approving proposed healthcare services to ensure that they are consistent with Master Plan; and developing policies, standards and guidelines relating to clinical planning in DHCC.

     

  • Healthcare Professions Council - Responsible for advising the Licensing Board on the licensing and regulation of healthcare professionals; and overseeing the development of Policies, Standards and Guidelines regarding the provision of Healthcare Services by Licensed Healthcare Professionals.

     

  • Complementary and Alternative Medicine Council - Responsible for advising Licensing Board on the approval of the provision of specific CAM services in DHCC; developing CAM standards, policies and guidelines; and licensing and regulating CAM professionals and facilities.

     

  • Academic Council - Responsible for providing leadership in the area of healthcare services education; undertaking overall planning for Educational Activities in DHCC;  overseeing the development of Policies, Standards and Guidelines for educational activities in DHCC, including CME’s, CPD’s, and Post Graduate Healthcare Professional Education; approving and overseeing the provision of educational activities by approved educational providers; and reviewing content of educational activities to ensure and measure quality

     

  • Research Council - Responsible for providing leadership in the area of health research; undertaking overall planning for Research Activities in DHCC;  overseeing the development of Policies, Standards and Guidelines for research activities in DHCC, including human subject, animal and stem cell research; approving and overseeing the provision of research activities by approved Research Operators.

     

  • Quality Council - Responsible for overseeing all patient related quality and public safety in DHCC; advising the Licensing Board on matters relating to the quality of healthcare services provided in DHCC; and overseeing the development of policies, standards and guidelines regarding patient-related quality and safety issues.
